A police car can do whatever is necessary to accomplish the task assigned to its occupants. This is an emergency vehicle and use the car in an emergency outweighs the other rights and laws. This so-called police powers.

If you find your way impaired by a police car is not on official duty, it is your duty to report by calling the police non-emergency (not 911) and talk to the dispatcher who will contact with the car and ask him to move.

They may also park their vehicles on a property of the city ... even private property, if they wish, even to your home. This is not an intrusion. This is the safety of citizens is. You must go to the police chief or the mayor, if they do something that is not "political." But breaking a law, no.
The only law that protects you is search and seizure by the Fourth Amendment. They can not take things that you own or you are looking for no reason.
