A police car can do whatever is necessary to accomplish the task assigned to its occupants. This is an emergency vehicle and use the car in an emergency outweighs the other rights and laws. This so-called police powers.
If on the other hand, it is breaking the law because it is not a race of urgency, and it and its occupants are not above the law.
If you find your way impaired by a police car is not on official duty, it is your duty to report by calling the police non-emergency (not 911) and talk to the dispatcher who will contact with the car and ask him to move.

A disability is not an emergency and the urgency is not determined by anyone but the service of these vehicles come and assement driver.

They may also park their vehicles on a property of the city ... even private property, if they wish, even to your home. This is not an intrusion. This is the safety of citizens is. You must go to the police chief or the mayor, if they do something that is not "political." But breaking a law, no.

The only law that protects you is search and seizure by the Fourth Amendment. They can not take things that you own or you are looking for no reason.

Just as they are not allowed just 10 miles over the speed limit in most states, is not a law, policy and State policy for most police departments that can be ignored if there is imminent danger of death pending.

I can tell you that it is not wise to complain to the police, unless you have a reason or a lawyer is right for you. They will target.

Like the FBI ... If you ask to see your FBI file, they give it to you because a law is constitutionally protected. However, if they do not have a file on you, then they will create one. Do not be intimidated, but for their own protection.

But witout emergency, they are supposed to follow the law like everyone else. But often they do not follow the law.
